Senate trade counsel jumps to Holland & Knight, eyeing fresh shifts under Biden or Trump

Holland & Knight has added another high-profile international trade lawyer to its Washington, D.C., office, firm announced on Tuesday.
Nasim Fussell, the former chief international trade counsel for the Senate Finance Committee, joins the firm as a partner and lobbyist in its international trade group. The move comes less than two months after Francisco Sanchez, the ex-under secretary of commerce heading the International Trade Administration, joined Holland & Knight to co-chair its international trade practice.
Fussell served as the Senate Finance Committee's top international trade counsel since November 2018, focusing her work on free trade negotiations with Canada and Mexico, Japan, China, the U.K., Kenya, the E.U., India and the World Trade Organization. Prior to her work in government, she served as director of government and regulatory affairs at mailing tech company Pitney Bowes.
Fussell said that the upcoming general election is set to shift the climate of international trade "no matter which candidate wins."
"Biden is going to have a lot of pressure on him to maintain some of the trade actions that President Trump imposed, namely tariffs," Fussell said. "President Trump will probably feel a little less guarded in his desire to implement his trade policy goals, which could potentially mean more tariffs and more challenges."
Fussell said that another Trump term could lead to more opportunities to expand upon a China trade deal.
As for clients, Fussell said she wants to ensure that they are navigating the "Washington trade web" smoothly as tariffs, negotiations and supply chains disruptions cause increasing uncertainty.
José Sirven, leader of Holland & Knight's business section, said in a statement that Fussell will help clients grappling with cross-border transactions and global trade policies.
"Nasim has an impressive combination of House, Senate, executive branch and private sector experience and has been in the trenches with respect to many of the most important trade issues in recent years," said Sirven said in a statement.
